Threading the constitutional needle in Germany

Steve Lindseth sends along this interesting talk by a professor specializing in EU legal theory (who happens to be his brother, just back from 5 months in Berlin studying political and constitutional issues with regard to further eurozone integration). Bottom line, says Steve, is "mutualization of debt and further political integration have profound legal and implications and would likely require a new constitution, and opening that can of worms would have serious implications that many in Germany think might be worse than the alternative."
